Launched by Ocean Autonomy Cluster, Blue Maritime Cluster, Testination, FI Ocean Space Incubator and NORDSEC Nordic Defence and Security Cluster, XLRTR provides a structured pathway into defence, security, and civil preparedness markets. The program strengthens technology readiness, business models, and organisational maturity through expert-led modules and hands-on business development.
Participants gain insight into regulation, business law, capital strategies, partnerships, piloting, and market access, while accessing a strong network of relevant stakeholders, investors, and end users — nationally and internationally.

Module 1: Introduction to Dual-Use

Understanding defence and dual-use markets, including users and needs, decision-makers, procurement processes, and the roles of FMA, FFI, and military schools.
Module 2: Partner Strategy and International Opportunities
Ålesund | 28–29 April (tentative)
Partnership models for defence and dual-use markets, access to defence contracts, and upcoming international programmes. Includes meetings with maritime stakeholders and site visits.
Module 3: Company Law, Business Law and Capital
Trondheim | 9–10 June (tentative)
Legal, organisational, and regulatory requirements, IP and export control, certifications, and capital and financing strategies for dual-use products and services.
Module 4: Communication and Market Strategy
Oslo | 9–10 September (tentative)
How to communicate effectively with defence stakeholders and decision-makers through targeted messaging, presentations, and visualisation.
